Open Access Journal Selection Support for Ethical OA Routes
Choose open access venues that fit your manuscript, funder rules and APC reality. Practical shortlisting with predatory-risk caution, without treating OA as a quality label.
Open access journal selection support helps authors choose an ethical open access (OA) route that fits the manuscript, the funder or institution rules, and a realistic article processing charge (APC) plan. The focus is how to select OA venues responsibly, not a price list of fees. For typical cost categories, see Scopus publication cost and pricing. Publish With Scopus is a UK-registered consultancy in London. We are not a publisher, we do not set APCs, and we do not guarantee acceptance or indexing.
Open access is a business model, not a quality label
OA means readers can access the version the journal defines as open, often under a Creative Commons licence. Quality still depends on editorial standards and peer review. Many excellent journals offer OA; so do weak and predatory outlets that misuse OA language to sell rapid publication. Treat “open access” as one attribute beside scope, review practice and indexing evidence.
- Gold OA. The journal version is OA, often with an APC paid by authors, funders or institutions.
- Hybrid. A subscription journal offers an OA option for individual articles, usually with an APC.
- Diamond or institutional OA. No APC to authors in some models; capacity and scope still vary.
- Green routes. Depositing an allowed manuscript version in a repository under the publisher’s policy, which is not the same as publishing in an OA journal.
How to choose an OA venue ethically
- Confirm the journal’s scope and recent articles match your methods and topic.
- Read the peer-review description and look for concrete editorial process detail, not only marketing claims.
- Verify indexing on official Scopus, Web of Science, DOAJ or MEDLINE sources if those matter to you, and re-check near submission.
- Locate the APC, waivers, and what the fee does and does not cover, on the publisher’s site.
- Check licence options (for example CC BY versus more restrictive licences) against funder mandates.
- Confirm whether your institution has a transformative agreement or preferred OA pathway that changes cost or workflow.
- Walk away from outlets that pressure payment before review, guarantee acceptance, or hide ownership and contact details.
Our broader guides on journal selection for Scopus and Web of Science and how to choose a Scopus journal cover indexing checks. Predatory journal warning signs remains essential when an OA invitation arrives by cold email.
APC awareness without invented numbers
APCs vary widely by field and publisher. We help you find and interpret the publisher’s stated fee, waiver policy and invoice timing. We do not quote unofficial “average APC” figures as promises, and we do not mark up journal APCs. Who pays (author, grant, library agreement) should be settled before acceptance where possible, because invoices can arrive on short deadlines.
If budget is tight, compare diamond OA options, funder-compliant green deposit routes, and whether a hybrid APC is even allowed under your mandate. The cheapest APC is not automatically the safest journal.
What our OA selection support includes
We shortlist OA and hybrid options against your manuscript and constraints, compare licence and mandate fit at a practical level, flag predatory risk patterns, and explain how OA choice interacts with submission timing. We can combine this with manuscript readiness work when needed.
We do not pay APCs for you, negotiate publisher discounts as an agent, guarantee OA acceptance, or recommend journals in exchange for undisclosed commissions.
What to send us
Send the title and abstract (or draft), funder or university OA rules if any, indexing requirements, budget constraints in your own words, and preferred licence if known. We confirm scope and price for the consultancy before work begins.
A short decision path before you pay an APC
- Confirm that OA is required or preferred by your funder, university or co-authors.
- Separate scope fit from OA status; a poor-fit OA journal is still a poor fit.
- Verify peer-review and indexing evidence on primary sources.
- Read the APC, waiver and licence pages on the publisher site, not a third-party summary.
- Only then decide whether gold, hybrid, diamond or a green deposit route is the ethical match.
Pressure to pay before peer review is a reason to stop, not to hurry.
Funder mandates and institutional agreements
Plan S-style and other funder policies can require specific licences, repositories, or journal routes. University libraries may hold transformative agreements that change whether an APC is payable for a given publisher. Those arrangements change, so we treat publisher and library pages as the source of truth on the day you submit. Bring the mandate text or a link when you ask for shortlisting.
Co-authors in different countries may face different OA rules. Align the constraint set before you pick a hybrid title that only one funder will pay for.
How OA choice interacts with preprints
Some OA and hybrid journals accept manuscripts that already have a preprint; others set conditions. OA selection and preprint policy should be checked together so you do not block a preferred venue. For a focused walk-through, see preprint and journal submission support. We can flag policy clashes we find on publisher pages; you remain responsible for reading the final policy before posting a preprint.

Frequently asked questions
Is every open access journal safe to publish in?
No. OA is not a quality guarantee. Evaluate peer review, ownership, indexing evidence and fee transparency.
Do you charge the journal’s APC?
No. APCs are charged by publishers. Our fee is for consultancy and manuscript support only, confirmed before work begins.
Can you guarantee Scopus indexing for an OA journal?
No. We help you verify titles on official sources. Indexes decide independently.
What is the difference between gold and green OA?
Gold usually means the published version is OA via the journal, often with an APC. Green means depositing an allowed manuscript version in a repository under policy limits.
My funder requires CC BY. Can you help?
We can shortlist journals and routes that state compatible licences. Always confirm on the publisher’s current policy pages.
Are hybrid journals acceptable?
Sometimes, if they meet your scope and mandate rules. Check whether your funder restricts hybrid payments.
Will you recommend the cheapest OA journal?
We prioritise ethical fit and requirements you name. Lowest APC alone is a poor selection rule.
Do you duplicate your pricing page here?
No. This page focuses on OA venue choice. Cost categories are explained on the separate cost and pricing guide.
Important answers
Do you guarantee acceptance or Scopus indexing?
No. Journals and indexes decide. We help with readiness, selection, submission preparation, and reviewer responses in an ethical way.
Are you a journal or publisher?
No. We are a UK-registered consultancy based in London.
Who is this for?
Professors, doctors and clinician-researchers, and PhD researchers who want practical, ethical support.
How should indexing claims be checked?
Use official sources and the publisher’s own pages. Social graphics are not enough.
